History of BTC Howly:
Howly is a historical place as this place was recognized as the capital of Chandi Narayan Baruah.At this place Basic Training Centre was established in 1949. During freedom movement in India under the leadership of Mahatma Gandhi a remarkable steps were taken in the field of education and in 1937 under the president of Dr. jakir Hussain at Haripura Congress in Bombay a first educational scheme was prepared on Basic Education. The main objectives of Basic education was to develop children’s physical, mental and metaphysical. It was advocated that through this education a child will establish himself as good citizen and self dependent. The Basic Education mainly based on work based Education and work will help them to understand about the Indian philosophy of livelihood.
To success this policy of Basic Education after independence the Hovt. in 1949 Primary Education Law was passed by the Government of Assam. Through this law in primary level work based education was started and it’s aim to establish small industries in Assam. As per this law Mother Tongue was recognized as the medium at primary level. Under this law in 1949 Guru Training Centre was established at Howly and the same was promoted as Basic Training Centre . In 1962 this centre was recognized as Govt institution. In 1962 Govt. Of Assam decited to open 22 Basic Training Centres in Assam. In initial stage duration of course was only 1 year. Before the establishment of this centre, In 1949 this centre was run temporary at Normal School, Howly and Nibaran Chandra Choudhury, Achyut Das and Gargeswar Das conducted the training programme. In 1962 when this centre was recognized as Govt. it was transferd to Jaljali Pathar, Howly.
