Howly is a historical place as this place was recognized as the capital of Chandi Narayan Baruah.At this place Basic Training Centre was established in 1949. During freedom movement in India under the leadership of Mahatma Gandhi a remarkable steps were taken in the field of education and in 1937 under the president of Dr. jakir Hussain at Haripura Congress in Bombay a first educational scheme was prepared on Basic Education....
